1 Introduction

Papsukkal, also known as Ninšubur, is the minister (sum. sukkal, akk. sukkallu) of the god Anu, and a messenger of the gods in general. He is one of the best-known of the sukkal gods, has a prominent place in the An = Anum god list, and was worshipped in Seleucid-era (late 4th – mid-1st cents. BCE) Uruk alongside his wife, Amasagnudi.
